In a 6-1 vote, Spokane Approves First “Ban the Address” Ordinance in the U.S. Thus making it the first city in the U.S. to do so. The measure aims to help individuals experiencing homelessness secure employment by removing a potential barrier in the hiring process.

Modeled after “Ban the Box” policies—which restrict employers from asking about an applicant’s criminal history—Ban the Address prevents discrimination based on the address provided during the application process, meaning no one is denied an opportunity because they do not have a fixed or regular residence, or they are homeless or unhouse, or because they live on the street, in a shelter or in a temporary residence. 

The ordinance cites homelessness as one of society’s most pressing issues, with unemployment identified as a leading cause. Supporters, including service providers, believe the policy will help individuals transition into the workforce. Critics, however, argue that it may be more symbolic than substantive.

Spokane’s move marks a notable development in employment law and could inspire similar legislation in other jurisdictions. Employers operating in Spokane will need to update their hiring procedures to comply once the ordinance takes effect.
